Formative assessment is the ongoing monitoring of each student&#8217;s performance and accomplishments during the process of learning new concepts. Formative assessment is different from summative assessment in that it does not provide the test scores and other forms of evaluation that go into a student&#8217;s grade. It does, however, provide an incredibly useful tool for teachers to determine just where the students are having the most trouble in incorporating new ideas. </span></p>
<p><span>In order for formative assessment to be fully implemented in classes, it must be considered a participatory activity by teachers and students alike. The feedback from students is essential for teachers to accurately gauge the progress of learning in their classes. This means that children need to be taught the tools and language necessary for providing feedback to their teachers. <p>The times have changed. Now innovation is the core of any activity. As the world progresses to greater heights of existence, and awareness, there has to be a paradigm shift in various areas that support this transition. <p>The rendering of education has always been on the same lines around the world. Somehow schools and colleges seem less inclined to innovate. Firstly, educational institutions lack the funds, and secondly they lack the leadership. <a href="http://bigthink.com/ideas/39330" target="_blank">Educational institutions</a> are exactly profit-making companies.</p>

<p>Teachers must understand that different kids have different ways of learning. But most schools are not specialized.</p>
<p><strong>Teaching with analogies</strong></p>
<p>This is the best way a student can remember information. Anything has to make sense. When teaching technical topics, explaining things with analogies is an excellent way to understand a concept. When the student wants to recall the concept back, the student can do it by recalling the analogy.</p>
<p><strong>Practical work</strong></p>
<p>Only theory won&#8217;t help. It has to be put into practice. Teachers can start off with practical-education first, and follow it with theory. <p>Educating students to be successful in college or in the workplace continues to be a source of concern for parents and educators at the state level. In spite of the testing requirements laid out in the No Child Left Behind Act of 2002 (NCLB), test scores still vary significantly from state to state and fail to provide a consistently accurate national picture of academic achievement and students ability to compete.</p>
<p>A 2006 hearing conducted by the Commission on No Child Left Behind at <a href="http://www.aspeninstitute.org/policy-work/no-child-left-behind/reports/state-standards-assessing-differences-qual" target="_blank">Cambridge, Massachussetts</a> listed concerns that are still timely. A major concern expressed during the hearing was the inconsistency of quality and rigor found in different state testing programs. There is also a widely held belief that in some cases these varying standards are an attempt to avoid NCLB sanctions.  Tied into the variance in state tests was the concern that it would be extremely difficult to accurately measure and compare the progress made between states.  Other participants stated that learning expectations set by some states do not match college and workplace realities. The hearing&#8217;s major conclusion was that schools need to encourage students to develop tests that encourage higher expectations and more consistent testing standards among the states. One of the suggestions offered was that national standards should be developed to place all states on a level playing field for scoring and analysis.</p>
<p>America is percieved by many eduators as falling behind in mathematics and the sciences &#8211; the fundamental skills needed for this country&#8217;s continuing leadership in the development of scientists and engineers in the 21st century. This is the challenge educators face and it begins in grammar and high school.</p>

<p>The process of establishing new European standards is vigorous and  involves specific steps including proposals, pubic comments, weighted  votes, and implementation by CEN member countries.</p>
<p>Proposal</p>
<p>1.	Any type of interested individuals, groups, or organizations can  present a proposal for a European standard. The National Standards  Bodies, European Free Trade Association, and European Commission present  most standards proposals.<br />
2.	The most suitable European Committee for Standardization (CEN)  committee takes into account the required time frame and available  resources and decides whether or not to accept a proposal.<br />
3.	Once accepted, a proposal is converted to a standardisation project  and assigned to a particular Working Group to compose a draft of the  standard documents.</p>
<p>Public Comment and Weighted Vote Adoption</p>
<p>1.	After a Working Group finishes the draft of a new standard, the  documents are made public to enable outside parties to present their  opinions. Throughout the stage of public commenting, all individuals  that have a viable interest in the standard such as consumers, pubic  officials, and manufacturers can present their opinion on the draft. The  National Standards Bodies collects the comments and the CEN Technical  Committee evaluates the responses.</p>
<p>2.	The comments and opinions of the public are integrated into the  revision of the draft and a final copy of the draft is created and  presented to CEN Members to conduct a formal weighted voting procedure.</p>
<p>Adoption as a National Standard<br />
Once CEN approves a standard draft, all of the National Standards Bodies  implements the new European Standard as a duplicate national standard  and removes any current national standard that clashes with the new  standard. Therefore, once a new European standard is approved, it  becomes a national standard in 31 CEN member nations.</p>
<p>European standards are sophisticated requirements that ensure products  and services comply with certain specifications and they must undergo  advanced procedures to ensure the safety and satisfaction of consumers  and suppliers.</p>

<p><a href="http://bctf.ca/publications/NewsmagArticle.aspx?id=11406">Standardized tests </a>can be taken on computer or on paper. The test taker is normally provided with problems, questions, or statement and they are given with multiple choice answers below to choose. Most of the times, the answers are not straight-forward and the test takers are expected to use some methods or read paragraphs to solve the problem. The students are required to select the best answer and after the allocated test time period, all the answer sheets are collected for scoring.</p>
<p>Some of the great benefits of this testing method are quick grading, very cheap, and analysts can look at different samples of answers at one time. This way, analysts measure the progress of one school by comparing the result with another similar school. This testing procedure is followed to monitor the students’ learning curve, review or modify the existing curriculum in the school, identify different areas of need, and also provide some vital data for the educational research.</p>
<p>Often, teacher promotion and school accreditation rely on the result of this test. Standardized tests are very helpful for the admissions in higher education and the test takers are assessed under the same conditions.</p>

			<content:encoded><![CDATA[<p><span>Most adults can remember at least one teacher that made a real impression on them, whether by encouraging future study and personal growth or inspiring them toward a particular goal. Unfortunately, many adults can also remember at least one teacher who had a more negative effect on their development, attitude and self-esteem. Being a good teacher means being able to successfully communicate concepts, help students understand and incorporate them in practical applications, and motivate students to finish their assigned tasks and study for tests. A great teacher, however, is a much more rare and difficult-to-define individual.</span></p>
<p><span>What makes a teacher great can vary wildly, however, there are certain characteristics and habits that all great teachers exhibit. For instance, a great teacher can not only motivate students to learn a concept; they will instead instill a desire in their students to explore on their own. While good teachers can get their students to read and discuss Shakespeare, great teachers can get their students to look for deeper meanings, or autonomously investigate similar authors. Good teachers can make students care about what they are learning, while a truly great teacher makes students wonder what else they could learn about. </span></p>
<p><span>Great teachers are interested in more than just a child&#8217;s test scores and attendance; they are focused on each student&#8217;s self-esteem and personal growth. They have a passion for their particular subjects and they are able to impart that passion to those they teach. They understand that they are not simply providing information; they are the doors to a wider perspective and comprehension, without which the concept of learning becomes simple memorization. </span></p>

Parents can help fill in the gaps by preparing their children for standardized tests, but only if they are prepared and willing to ask questions. <p><span>Make sure your child understands the subjects and concepts that will be covered on the test, as well as the procedures for the test. 			<content:encoded><![CDATA[<p><span>Many parents have become disheartened by the violence and bullying in American public schools. Private school can be incredibly expensive, and there is no guarantee that especially sensitive children won&#8217;t experience the same problems there. Homeschooling is quickly becoming a popular alternative in many U.S. households for the education of our children. If you have one parent or guardian who stays at or works from home, holds at least a high school diploma or GED, and has the temperament and desire to homeschool, this may be the best option available.</span></p>
<p><span>Most states have a simple procedure for exempting your children from the state-run public school in lieu of a homeschool program. Your state&#8217;s Department of Education should have the specifics for you. First, however, you should have a plan of action in place for educating your children. There are a number of pre-determined programs that you can follow such as the Montessori-at-Home, the Charlotte Mason Method, or the Moore Formula. Additionally, many states also sponsor programs that allow homeschooling parents access to curriculum, textbooks, and standardized tests. There are also several web-based programs that include visual aids, presentations and podcasts as educational tools. </span></p>
<p><span>You will probably be required to keep extensive and accurate records on your child&#8217;s attendance, hours completed on each subject, the topics covered and a portfolio of each child&#8217;s work and test results. Parents may also choose to incorporate religious studies into their homeschooling program, either for one particular faith that the family follows, or a more comparative program of study for exploring the various religions of the world. </span></p>

			<content:encoded><![CDATA[<p><span>The Teach for America program is one of the most controversial additions to the field of elementary and secondary education in the country. The program was part of a college senior&#8217;s undergraduate thesis; following her graduation, Wendy Kopp raised the necessary capital and initiated the program to recruit and quickly train a number of qualified candidates to teach in the lowest income areas of the United States. The core values of the Teach for America program include the relentless pursuit of results, sense of possibility, disciplined thought, respect and humility, and integrity. While these are all worthy goals for the educators of our children, the effectiveness of the program has been called into question by a number of more traditionally trained teachers. </span></p>
<p><span>Some of the more vocal opponents to this program insist that it is not as great as its press might indicate. There are a number of claims that the program only provides a resume booster to graduates from the more prestigious colleges, or that its short-term &#8221;boot camp&#8221; training program is a slap in the face to teachers who have spent four or five years in college focusing on a career in education. Regardless of the effectiveness of individual Teach for America participants, some critics claim that the short term assignments don&#8217;t provide enough real impact on the low income communities in which they function. While the detractors probably do have some valid concerns, at its very least the Teach for America program is helping to make a difference for low-opportunity schools and their students. Because participating teachers are only sent to these poor communities, it is unlikely that they are really competing with the top quality educators produced by most colleges&#8217; education programs. </span></p>

			<content:encoded><![CDATA[<p><span>The &#8221;No Child Left Behind Act&#8221; of 2001 was signed into law by former U.S. President George W. Bush, and remains one of his most important accomplishments while in office. The act is designed to encourage standards-based evaluation of students and schools alike, and to force public schools to comply with and meet certain federal standards in order to receive funding. While many legislators claim that the act is necessary to ensure fair and equitable standards in education, teachers and parents complain that it encourages a number of less-than-desirable outcomes such as increased segregation in public schools, lack of attention for high-performing and gifted students, and an over-reliance on standardized testing to evaluate the progress of students.</span></p>
<p><span><span>One of the biggest concerns about the act is that it encourages teachers to focus only on the material that will be covered on the standardized tests. Spending additional time drilling certain applications means that there is little or no time to be spent on practical and theoretical implications. For instance, teachers may encourage memorization of addition and multiplication tables while completely neglecting any explanation on how those figures are arrived at. This can contribute to students who are able to add, but unable to apply mathematical concepts to word problems. </span></span></p>
<p><span>There is little doubt that the &#8221;No Child Left Behind Act&#8221; is not completely successful in its aims, however, legislators have yet to define a better solution. While President Obama&#8217;s State of the Union address in early 2011 mentioned a renewed focus on the program and promised that attention would be given to fixing it, teachers and administrators continue to labor under a system that devalues exceptional performance in both students and educators. </span></p>

			<content:encoded><![CDATA[<p>A good teacher can change a student’s life by encouraging them in their interests or by showing them how math, literature, and learning in general can be interesting and rewarding. Here are some of the ways that a teacher influences their students.</p>
<p>They are available to talk. A good teacher is not too busy to talk with a student about their project, to explain to them why they received their grade, or to answer questions about an assignment or a lesson. Of course, teachers will always be busy and generally get overloaded with work at some point during the year, but the best teachers will try to find the time and energy to help seeking students understand and succeed.</p>
<p>They change their lesson plans if they need to. If a teacher sees that the class needs another week to grasp a concept, a teacher will try her best to make sure the class comes to understand it before moving on. A teacher’s goal is always to put his or her students first, above a schedule or a deadline, even though trying to let students understand all the material for the year can seem daunting. This means constantly checking to see that all the students are understandig what is being taught.</p>
<p>They find a way to reach each child’s learning needs. If a teacher finds that one of his students is struggling in a subject, he may suggest to the student’s parents that they find a tutor, or may recommend after school tutoring. In the end, it means a teacher does not give up on a student, but keeps trying to encourage or help them.</p>
<p>They create a solid plan for the class. While teachers should be flexible with their class schedules, as listed above, they also need to be very prepared for every class. This means creating an outline for the whole semester, complete with reading materials and lesson plans. This allows teachers to spend most of their time during the school year focusing on their students, not their lesson plans. A good teacher can make all the difference.</p>

			<content:encoded><![CDATA[<p>When students have the opportunity to use the knowledge from their classroom in real life, or have the opportunity to reap extra learning in extra-curricular activities, they have a higher chance of success in school. The ability to make connection across subject lines (such as using literature references in a history paper) demonstrate true student understanding and interaction. Here are some ways that you can encourage learning and interaction in your students through field trips:</p>
<p>Forest preserves. Teaching a biology class? State parks and forest preserves are an excellent place for students to take what they have learned and apply in regular life. Examining plants, insects, and animals can be a great way to show students the practicality of their studies. Many forest preserves would be happy to work with you to set up field trips to local eco-systems, such as a prairie, forest, or wetland, and may even be able to give your students a, interesting demonstration or another perspective on what they are learning.</p>
<p>Historical sites. Visiting period farms or other living history museums can be a great way to bring history to life for your students. Most of these places will allow students to not only observe but experience life in another era through helping costumed historical interpreters with the daily chores, joining in the harvest, or observing other aspects of life before electricity and cars. What is even better is that many of these places do not offer just one program but have programs throughout the year for every season and even have new programs recently created. While some of these places are owned by the state and are always free of charge, others will make an exception for a school group.</p>
<p>Visiting these places can give students perspective, showing them how plant classification is not just in a textbook, but can be applied to their very own back yard. It can also show them how the specific family or person living in the prairie during the 1860’s may have viewed the civil war, or later, the introduction of electricity, making the connection even more relational.</p>

			<content:encoded><![CDATA[<p>Students who spend time reading or learning over the summer are much more likely excel during the following fall. This is because they have continued to grow on what they have already learned, instead of forgetting a significant portion of it over the summer months. For many students, the trouble area is going to be math. Most students, even if they enjoy reading, will not continue to refresh what they have learned in a math class. For other students, reading will be the trouble area. Here is what you can do to help your child reach their learning potential:</p>
<p>Assign homework. While it may not sound very fun for you or your child, assigning homework during the summer is one of the best things you can do for them. This does not mean that you have to assign enough work that they are as busy as they are during the school year, but giving them at least a few hours of math and reading review will help them stay current in what they have learned.</p>
<p>Read together. Another excellent option for helping your child get into reading in the summer is to read with them. Every evening, or once a week, read an exciting book together, taking turns reading out loud. This will give you quality time with your child, as well as get them more excited about reading. For a list of good books to read, ask your child’s teacher or contact your local library. Both should have a list of excellent options that will cater to your child’s age and interests.</p>
<p>Have a class day. If you find that you are having trouble getting your child to do the work you assign during the summer, don’t despair! Many parents have the same trouble. To give a little more structure and accountability for both you and your child, consider putting your child in a once-a-week class, or hiring a tutor to meet with your child for an afternoon each week. This will not greatly hamper you or your child’s summer plans, but will help him or her keep up.</p>

			<content:encoded><![CDATA[<p>A lot of cities all around the country have gotten to the point where the city proper can no longer support the local population who wants to work and play there. As such, the city will inevitably sprawl out into endless suburbs. Of course, there are still going to be people who live within the city. Since schools are built where children are, this leads to something which approximates segregation, as minorities tend to live closer to where they work (within the inner city), and the more affluent people live further out and go to different schools. The poorer schools cannot afford the best teachers or the best equipment, so their standardized test scores and grade point averages tend to sag terribly. However, cities can fight this urban sprawl, by efficiently utilizing the structures they have, and having them professionally managed. Urban sprawl is a problem because of what it ends up doing to a lot of less privileged students. However, it can be prevented to a point, if the structures which often end up sitting vacant are used more effectively as both housing and businesses, and occasionally even as charter schools. A good property manager can do wonders with even a mediocre property, because of the unique skill set that they bring to the table. 			<content:encoded><![CDATA[<p>Teachers have found that allowing for creative teaching methods creates a better atmosphere for learning. Creative teaching methods can mean a wide variety of things, including the following: reenacting scenes from a play, parodying a type of writing, memorizing tables and phrases to a tune, and using visual blocks for math and science. While these methods vary, they are proven to create a better learning environment.</p>
<p>One literature teacher assigned her junior high students to not only read Edgar Allen Poe’s famous poem, “The Raven,” but to write a parody of the poem—meaning they would keep the meter and stanza length and structure of the poem. This had students more closely examine the poem, demonstrated to them how to mark its meter, as well as allowed them to come up with their own creation. This aspect of learning brought together history, literature analysis, as well as writing and creativity.</p>
<p>Using visual aids for science has long been practiced in the classroom, but using visual aids for math is much less common, particularly with older elementary children. However, the program Math-U-See works under the impression that students learn better when terms are no longer in the abstract but have a concrete aspect to them. This method uses small squares representing hundreds, tens, fives, and ones. This allows students who become confused when dealing with numbers the ability to catch up to their other classmates, as well as have a fuller understanding of the basic building blocks of mathematics instead of simply memorizing methods without comprehending how they work.</p>
<p>Other methods also use additional parts of a child’s brain, creating a fuller learning experience. This is what memorizing phrases to the tune of a song does. The words are easier to remember when sung, so many teachers choose tunes for their students for not only the alphabet, but for times tables and the periodic table of elements. These methods are so effective for children because they engage a child’s mind more fully than other methods, and are also a change of pace during the day that makes it more exciting and interesting.</p>

<p>Ask them about their school subjects. If they are taking a history class, ask several questions to get a full understanding of what they are learning. Ask them about their favorite subject, which they may talk about more easily. Showing interest in what they are learning will show them not only that you are interested in them and want them to suceed, but may also renew their own interest in these subjects.</p>
<p>Help them with their homework. While you certainly do not want to do their work for them, sit with them and try to help them through it as a tutor would when dealing with a difficult subject. You can also help them with class projects by hearing their ideas, helping them get the supplies they need, and encouraging them to finish strong.</p>
<p>Encourage their interests. Once you have been asking about what they are learning, you may get an idea what they are interested in. If you have a daughter than loves to write poetry, get her a book on writing poems, or a rhyming dictionary, or even a book of poetry. This will show your children that you are listening to what they have to say and you believe in them.</p>
<p>A parent does not need to be extremely intelligent to encourage their child, but must only show an interest in what their child is learning. Parents who simply try to discover what their child’s interests are and work to give them opportunities to flourish in these areas are more likely to raise a successful and confident child. Parents must not minimize the impact they have on their children, and should make the best effort to allow their child to flourish.</p>

			<content:encoded><![CDATA[<p>Every year, dozens of scholarships are offered to recent high school graduates based on either their Scholastic Aptitude Test (SAT) or American College Testing (ACT) score. While these tests were originally formed to help lower-income students become eligible for scholarships and programs previously only accessible to students at private and expensive academies, these tests have now once again alienated the students they aimed to serve.</p>
<p>Recent studies have suggested that students who participate in a SAT or ACT prep class have a significant increase in their score on either test. This is because the tests are designed in a way that does not only test knowledge, but requires an understanding on how the test works. Most students will not gain this understanding unless they participate in some sort of prep class, which have recently become popular in wealthier school districts. By understanding how the test includes trick questions and other information, students are able to score much higher simply by knowing how to take the test.</p>
<p>The problem with this system is that most schools only offer these prep classes for an expensive fee, if they offer them at all. This excludes lower-income children from the higher advantage given to students whose families can afford such a class. It creates an uneven playing field, putting the wealthier children ahead of the less fortunate students. This is so important because many scholarships are significantly if not solely based on these test scores, meaning that lower-income students are now even more limited in their scholarship options.</p>
<p>While these tests were created to allow students not attending a private high school the opportunity for scholarships towards a college degree, these same tests are now limiting these opportunities. Some teachers have advocated for the construction of these classes in every school free of charge, but this is extremely difficult as most school districts are already lacking funds. Whether the tests need to be completely reconstructed, or whether all schools should now offer these prep classes free of charge is not clear, but something in the system must change.</p>

These standards are guaranteed to ensure the confidence of producers and consumers alike.</p>
<p>This type of regulation has also been known to simplify many existing business practices. Conformity assessment standards seek to develop international business communities that are rich in innovation and competition. Procedural standards also have positive effects in the area of safety for consumers, employees, and employers. If only all businesses adhered to ISO regulation, the quality of life would perhaps meet even our most idealistic aspirations for international business. Through ISO standardization businesses are efficient, safe, and usually ranked very highly in the quality of their products.</p>
<p>ISO standards have the potential to improve our business practices in other areas as well. The ISO has the potential to increase competition among businesses. Most organizations will seek ISO certification to increase consumer confidence in the quality of its goods and services. The ISO intends to stimulate innovation and make business to business transactions much smoother and efficient by eliminating redundancies where applicable. This is a way in which the ISO has a positive impact on businesses that seek to trade internationally. In general, the ISO positively effects us all.</p>

It should be simple, efficient, it should adhere to certain standards of quality and safety, and it should be accessible to businesses that seek to trade across borders. This is more or less exactly what the International Organization for Standardization is trying to achieve. The ISO essentially seeks to establish international standards that simplify the process of international trade.</p>
<p>Firstly, conformity assessment intents to eliminate much of the guess work involved in dealing with other organizations across borders. When dealing with other businesses, owners will have the advantage of not having to worry about regional standards and practices as they differ in quality and overall format. Therefore, business communities can feel quite confident under the ISO certification. Business to business transactions will generally be much smoother and efficient. Conformity assessment compliance will thus guarantee a reasonable standard that all parties can expect.</p>
<p>The ISO also seeks to bring the international business community together. This can be achieved by close-knit forms of international collaboration between assessment and accreditation organizations across borders. These agreement are essentially formalized acknowledgments of the results of testing, inspection, and certification of goods between multiple parties across borders. <p>In the end, conformity assessment to ISO standards and regulations is an active force for the betterment of international trade practices and procedures. Some conformity assessment procedures often run the risk of redundancy, and particularly with regard to internationally traded goods and services. However, the ISO enthusiastically advocates sensible solutions such as the establishment of MRA&#8217;s. Overall, ISO certification is highly advantageous to businesses that seek to trade internationally.</p>

Other sorts of regulation are rooted in some type of local or national government. Thus, the pursuit of international standards is delicate from the point of that we have no comprehensive form of international government. Fortunately or unfortunately, this situation does not allow for any global mandatory regulation of business practices. However, the beauty of ISO standards is that they are sensible and very well researched suggestions that may help establish consumer confidence in certified businesses that choose to participate in conformity assessment.</p>
<p>After all, if we just want to guarantee quality as we trade across borders, why would we need to seek some form of international governance to do so? It just doesn&#8217;t make sense. Full fledged government intervention would in most cases make for an enormous and highly inefficient hassle. The goal of ISO standards and regulations is so often to neutralize these types of inefficiencies. ISO standards strive to make international trade more reliable and attainable to organizations. The ISO also does not at this time involve itself with aggressive forms of enforcement. However, it does enforce its standards in numerous ways only to ensure that certified businesses continue to maintain their commitment to standardization.</p>
<p>In the end, the ISO is a private creator of international standards. It produces important regulations that positively influence business practices all over the world. In addition to making our workplaces more efficient and safer, the ISO has helped our ability to trade more freely than ever before. Businesses with ISO certification appeal to consumers out of confidence. Similarly, the ISO itself appeals to governmental and non-governmental organizations for being a reasonable international body of standardization.</p>

In some sense, the very notion of standardization does seem to conflict with the creative spirit of individualistic freedom. This is an area where the International Organization for Standardization uses its best judgement. The ISO is aware that some types of regulation can stifle the creativity of markets. This is not the intent of standardization itself. However, where the ISO is perhaps shortsighted of an issue, the commitment to ISO regulations is always voluntary and doing so will in most cases only benefit the participating organization.</p>
<p>Very rarely does the ISO implement a standard that could be potentially stifling to innovations of all sorts. There are many information technology standards that deal with media formats and standardized computer products. Technological standards are something that has always been contentious as pieces of technology have been defined by their duplicatable formats and media types. In this situation, any format chosen as an international standard format will perhaps run the risk of stifling the development of any other competing formats. On the other hand, if no uniform format is chosen, this would defeat the very purpose of standardization as a means to widely disseminate this valuable technology to potential consumers all over the world.</p>
<p>In most other areas that do not deal with the technological establishment of formatting standards, there is very little the ISO can do to really stifle technological or business innovations. This is of course unless you consider the intentional pursuit of poor business practices to be some form of innovation. Standardization may force businesses to get creative.</p>
<p>In the end, there are numerous benefits to conformity assessment. Standardization is meant to be a generally positive experience for everyone even though it may inspire people and businesses to adapt to certain new criteria.</p>

International standardization also in most cases inspires technological innovation. Additionally, it has also been observed to foster a meaningful sense of competition among businesses.</p>
<p>Will there be a time when all businesses in a particular region and industry are certified by the International Organization for Standardization? This may very well be quite possible in the near future if it has not already come to fruition. This is a scenario that may seem difficult at face value for businesses who sought an edge by registering as ISO certified. If every business is ISO certified then how are businesses to guarantee an edge? The answer is simple:  compete.</p>
<p>If all businesses in a region are ISO certified then the quality of life at this place must be certifiably above average. Through standardization businesses are efficient, safe, and ranked very highly in the quality of their products. Some would suggest that this is an ideal, while others would content that this should be the bare minimum of our expectations. Once all the businesses in a region are able to maintain these minimal expectations, they can then start to really compete in a way that will only leave untouched the most important fundamentals such as those attached to our standards with regard to factors such as quality and safety. This is what we would like to call as a meaningful sense of competition in contrast to the kind of competition that sacrifices what we value most about our goods and services.</p>
<p>Hopefully, ISO standards are able to improve our future in such a meaningful way. It would be a great environment if businesses were able to thrive and excel beyond basic standards in order to remain rightly competitive.</p>

Conformity assessment builds consumer confidence by ensuring the consistency and value of our products. Part of this standardization involves the actual scientific establishment of suitable standards. The International Standards Organization sets these standards that are guaranteed to ensure the quality of our goods and services. This has the effect of generally harmonizing business practices. Conformity assessment mostly achieves this goal in three distinct ways:  testing, inspection, and implementation.</p>
<p>The International Standards Organization is also the party responsible for establishing these regulations. When establishing standards there are several phases. They include the preliminary stage, the proposal stage, the preparatory stage, the committee stage, the inquiry stage, the approval stage, the publication stage, the review stage, and the withdrawal stage if needed. The publication stage most often becomes the international standard though it may be subject to change as evidenced by both the existence of the review and withdrawal stages.</p>
<p>The process of establishing standards is demanding and scientifically rigorous. In the proposal stage a the investigation of a standard is brought forth as a potential project. From here the subject must be prepped for research, inquiry, and criticism. Technical committees are responsible for many parts of the process that see the idea through to becoming established as an international standard. For a standard to be established it must convincingly pass committee. This essentially means that there are no substantive or major objections to the standard considering its science and potential consequences.</p>
<p>In the end, the International Standards Organization performs many functions as a responsible non-governmental organization. In addition to its duties in the area of testing and inspection, one of the most important functions is the business of actually setting standards. The ISO is fairly transparent in its process. The procedure for establishing standards is scientifically rooted, practically minded, and most often very well suited to the demands of the international business community.</p>

In some sense, the ISO behaves more like a government despite the fact that it is a non-governmental organization. The ISO should be, in theory, somewhat accountable to the individual and collective governments that it serves. The ISO&#8217;s main task seems to be the establishment of international standards as this pertains to business and international trade. The ISO consists of representatives for each country, over two thousand technical committees, subcommittees, and working groups. These working groups develop the standards by many methods of research. In this sense, the ISO largely sets its own standards for setting standards. Implementing those standards, however, is more of a cooperative endeavor.</p>
<p>On some level, the advantage of ISO certification has to do with the fact that it is entirely voluntary. The ISO has access to experts in every field, and it strives to make the best decisions possible with its standards. It&#8217;s actually in the ISO&#8217;s interest to perform this task well. Receiving ISO certification is in many ways similar to earning a credential which verifies the overall consistency of your business. While the motivation for both acts appears to be monetary, the ISO does have a positive influence particularly in areas where human safety is concerned.</p>
<p>In the end, the ISO is on some level a privately motivated creator of international standards. Though the ISO has received criticism for functioning as a partial business entity in itself, the International Standards Organization does produce important work that positively influences business practices all over the world. In addition to making business practices more efficient and safer, the ISO has helped our ability to prosper and trade more freely than ever before. Businesses with ISO certification appeal to consumers out of confidence. Likewise, the ISO itself appeals to governmental and non-governmental bodies for being a sensible regulatory voice that speaks internationally.</p>

Consumers of products and services want to rest assured that certain standards and regulations were met if not exceeded by the manufacturer. This includes the suitability of materials, the methods of production, and the implementation of services according to widely established criteria. Thus, it&#8217;s very important for organizations in different countries to operate effectively with each other in a manner of high confidence. Such confidence is crucial for public and private sector purchasers alike.</p>
<p>This kind of confidence can be achieved by close-knit forms of international collaboration between assessment and accreditation organizations across borders. Such collaborations can become official through the use of Mutual Recognition Agreements. This is a formalized opportunity to mutually acknowledge the results of testing, inspection, and certification of goods between multiple parties. Mutual Recognition Agreements are also one way of reducing multiple conformity assessments as goods and services are traded across borders. In this way, MRA&#8217;s are clearly effective from the point of view of international trading businesses. In addition, they are very helpful formal agreements that in fact contribute to the overall efficiency of the international trading system.</p>
<p>In the end, the establishment of Mutual Recognition Agreements appears to benefit business organizations, consumers, and regulators across borders. Business organizations will be able to recognize the test results of their international collaborators. Further ties that solidify conformity assessment generally tends to increase confidence among consumers. MRA&#8217;s also benefit the international trade system. This is essentially attributed to the fact that conformity assessment procedures often run the risk of redundancy, and particularly with regard to internationally traded goods and services. Thus, if both parties across borders can establish an agreement on inspection results, they will need not to be tested multiple times at multiple checkpoints. Thus, the results of MRA&#8217;s can be highly positive for international trade in their ability to simplify the process by way of neutralizing existing redundancies.</p>

<p>Thus, not every business is recommended to self-declare. Business organizations that do self-declare are also not guaranteed to meet the necessary criteria that will have them exempt from assessment costs. Most notably, companies must provide supporting documentation to establish a historical pattern of meeting if not exceeding ISO standards. If the documentation proves without a doubt that the organization is operating at a high level of quality, they may be able to acquire ISO certification at minimal expense. The organization must also commit to maintaining these standards and regulations. Post-market surveillance will continue to monitor this organization to ensure that they maintain this compliance.</p>
<p>In the end, a supplier&#8217;s declaration of conformity may be a great option for organizations that have a previously established standard of excellence. However, many businesses will be forced to seek ISO certification by means of a third-party assessment. The process of self-declaraction does require substantial documentation that would make a reasonable case on behalf of the self-declaring business. Additionally, self-declaration must be marked by a commitment to ISO standards and regulations. After obtaining certification, the business must work hard to keep it. This process will likely also include some form of surveillance to maintain that the organization continues to comply with ISO standards and practices.</p>

These standards are guaranteed to ensure the quality of goods and services in addition to generally harmonizing business practices. Conformity assessment achieves this directive in three fundamentally distinct ways:  testing, inspection, and implementation.</p>
<p>The purpose of testing is to determine whether or not the product or service complies with specified ISO/IEC requirements. These standards merely seek to enforce a reasonable minimum level of quality for many types of goods and services. Though many businesses share similar ideals with regard to quality control, some products my not meet these requirements. The purpose of testing is to ensure that providers of goods and services are actually producing goods and services of a reasonable, standardized level of quality.</p>
<p>Inspection evaluates the processes involved in producing goods and services. This ensures that goods are produced in a safe manner. It also may apply to certain types of services, as there are several regulations pertaining to safety and procedure. Thus the inspection process ensures that proper business practices are taken by all certified organizations. In many cases, the inspection process will ensure the safety of both consumers and employees alike.</p>
<p>Implementation ensures that there is some form of management system with which to hold businesses accountable for their practices. Ideally, this management system would be responsible for effectively monitoring business products and procedures. It would ensure that the business organization consistently produces products of a quality that meets or exceeds the expectations of consumers. It will also ensure that goods and services are rendered in accordance to ISO/IEC standards and regulations.</p>

			<content:encoded><![CDATA[<p>As China becomes such a prominent player in world commerce, a European  Union Chamber of Commerce has emerged in the country.  This is an  independent organization that seeks to create greater market access and  working conditions in China.</p>
<p>The European Union Chamber of Commerce formed in 2000 with 51 member  companies.  It has since grown to more than 1500 members.  Its primary  purpose is to provide European businesses, operating in China, with  effective communication and a lobbying pipeline to both European and  Chinese officials, businesses and the media.  The EU Chamber of Commerce  also monitors China&#8217;s compliance with the World Trade Organization to  ensure that commitments are met so that business is not negatively  affected.  The Chamber also promotes the sharing of knowledge and  experience between the two continents.</p>
<p>The European Chamber&#8217;s executive committee is made up of people from  participating countries, and an advisory council directs the committee  in a strategic manner.  The advisory council is made up of 27 corporate  sponsors who direct decisions that effect business between Europe and  China.</p>

<p>The site is subdivided into different categories to make the complicated  process of meeting European Union standards as easy to understand as  possible.  Along with standards, trade tariffs are explained.  Where  many products are tariff free, in some situations, a low or no tariff  good may begin to incur a tariff after certain numbers of the item have  imported into the EU.  The fact that the website begins with a  discussion of tariffs should be a clue that importing into the European  Union can be costly for an America manufacturer.  There is also  information on requirements, documentation and import licenses for US  products going to the EU.</p>

<p>Starting in 2010, smart phone manufacturers, including Apple, signed an  agreement to standardize their phone chargers in the European Union.  This agreement was made with the European Commission.</p>
<p>This means people won&#8217;t have to throw away existing chargers in order to  charge their phones in the EU.  The harmonization of smart phone  chargers will create a new European Union norm, and a micro-USB plug  would be interchangeable among phones.  In newer models, that means  there would not have to be excessive adapters in order to charge the  phone in various places.  The Commission predicts that all older phones  will be discarded in the next three to four years, and then everyone  will be on the universal charger.</p>
<p>The new chargers will only be compatible with European phones, but the  hope is that other countries will follow suit.  From an environmental  standard, the reduction of adapters and accessories will reduce  unnecessary products in landfills.  Since one of the three requirements  of the CE marking is environmental health, the standardization of  chargers fits well into the EU&#8217;s conformity assessment standards.</p>
<p>Although Apple has signed on with it&#8217;s highly popular iPhone, it isn&#8217;t  yet known whether the tech giant will completely change it&#8217;s charger or  whether it will just pack an adapter into the phones headed for Europe.</p>
<p>How charging compatibility effects smart phone accessory sales remains  to be seen since the aftermarket stands to lose as people require less  adapters and second chargers.  On the other hand, the convenience for  the users should greatly improve customer service as the smart phones  become more convenient to use, regardless of their separate design  features.</p>
<p>A big remaining challenge will be whether the iPhone becomes an unlocked  smart phone world wide.  Currently, an iPhone purchased in the U.S.  must use AT&amp;T as its carrier.  This is a two year contract.  In  order to unlock the phone, its price increases by $200 to $300 dollars.</p>

			<content:encoded><![CDATA[<p>Conformity assessment is the process of ensuring that a certain product  or process meets all the same domestic or international standards.</p>
<p>Conformity assessment is a necessary part of domestic and international  trade as it ensures that both products and processes meet standards  designed to ensure both the safety of the public and the general  economy.</p>
<p>The standards (guidelines) of assessment are generally different across  various economic and industrial sectors. Also, on top of these sector  differences in the assessing standards, there are national, regional,  and international standards as well.</p>
<p>Because of the varying standards across economic and  national/international sectors, organizations are created at various  levels to ensure that whatever standards are in place for their sector  or region are enforced. One example of such organizations is the  European Organization for Conformity Assessment (EOTC).</p>
<p>As its name suggests, the EOTC is primarily responsible for ensuring  that various European standards are in place and are actively being used  to assess products and processes from all over Europe.</p>
<p>The true importance of this process lies in the fact that without it,  markets the world over would be flooded with disastrous products that  could hurt, injure, or even kill innocent consumers.</p>
<p>The idea being that without these standards and their  testing/enforcement, products could contain harmful components,  ingredients, or improper manufacturing which could lead to critical  products being produced in a weak and shoddy manner.</p>
<p>The process of assessment is a necessary one across all societies and  all levels of trade.  Without proper assessment, not only could  consumers be potentially harmed, but economies may cease to function  properly as each corporation/producer would create their own subjective  standards born only out of economic competition between themselves.</p>
<p>Standards and conformity assessment is insurance against a world where  profit margins drive subjective standards which, in turn, not only  damage the consumer, but the economy and environment as well.</p>

The purpose of the directive is to reduce the amount of harmful  material that is being burned or put into landfills.</p>
<p>Batteries used to contain large amounts of harmful substances like lead,  cadmium, and mercury, so there was growing concern about the health of  the environment where these products were concerned.  The new directive  requires legislative action from EU member states.  The Commission  itself does not legislate the battery directive.</p>
<p>The provisions of the directive were focused on gradually reducing the  amount of mercury in batteries to as little as possible, so that by  1999, the legal limit would be only 0.00005%.  Cadmium and lead had to  be reduced as well.  The directive also aimed to improve recycling  rates, and most of that responsibility was put on the battery  manufacturers.</p>
<p>Certainly, there was resistance to a battery directive, as well as a  desire to strengthen it.  By 2006, a new directive was in place, and it  focused more on the recycling efforts of auto batteries and attempts to  separate batteries from regular waste.  Proper markings had to be on the  batteries as well.</p>
<p>Battery disposal sites had to be free to the consumer, and manufacturers  could not refuse to take back old batteries from end-users.  Collection  rates had to be monitored by Member States and reported to the  Commission yearly.</p>
<p>The Commission allows countries to use economic incentives, like tax  breaks, to encourage the use of less toxic batteries and stronger  recycling practices.   Education on the harmful effects of improper  battery disposal was also targeted as an achievable standard for EU  conformity in battery safety.  Member states were also encouraged to set  up penalties for those who do not comply with the standards.</p>

Much like European Standards  Organizations, ANSI seeks to create quality standards and compatibility  within the U.S. and world.  Each year, a conference is held to further  harmonization between ANSI and ESOs.</p>
<p>Always, the goal is to come to agreements that will benefit businesses  and consumers on both continents.  A format has been developed that  insures that all parties in the private and public sector have a say in  developing standards that benefit all concerned.</p>
<p>ANSI president, Joe Bhatia wants standards and conformity assessment to  promote global competitiveness for all businesses. He believes that  transatlantic cooperation is imperative to the bottom line of all  businesses. He calls this a  top priority in today&#8217;s shaky economic  atmosphere.</p>
<p>In this day and age, economic survival of the world economy should be  key to standards harmonization.  Anything that inhibits the trade of  goods simply makes a bad situation worse.  Transcontinental dialogue is  key to keeping quality, health and safety as a priority without hurting  international trade.</p>
<p>ANSI is pushing for more private sector leadership in the conformity  assessment arena.  This isn&#8217;t surprising since most governmental  involvement is seen as time consuming and inefficient.  It&#8217;s not  surprising that the U.S. Chamber of Commerce is a strong supporter of  meetings between ANSI and the ESOs.</p>

In fact,  people can actually attend meetings and offer input into the standards  to be developed within a particular industry.  Conformity assessment  developers are looking for customers from all countries.  Level of  development within the nation is not defined. What is important is  having consumers at the planning table who have a willingness to offer  valuable input on a product.</p>
<p>Consumers participate by providing information on safety aspects and  guaranteeing that safety standards are met.  They also give examples of  how products are used or misused.  Misuse provides clues on how to  re-address standards to ensure safety.  Basically, this is about testing  the performance requirements of a product while using it the way people  actually interact with it.</p>
<p>It is the consumer&#8217;s unique perspective that defines the conformity  standards, so this is conformity assessment in action.  Consumers  actually attend meetings of national and international technical  committees.  This is the end user in action.  The user makes sure that  the standards being developed address safety, ergonomics, reliability,  ease of use, compatibility, and interoperability.</p>
<p>No real background is required to participate in conformity assessment  meetings.  However, an interest and basic knowledge of the product being  discussed is desirable.  The participant has to be willing to read and  understand documents being presented, and then comment on them.</p>
<p>Anyone wishing to join a conformity assessment activity should contact  the national consumer agency in his/her particular country.  Many  national organizations participate on the international level, or they  interact with larger organizations who do.  If a national consumer  agency is not connected internationally, the consumer should demand that  they do so.  In Europe, ANEC is a regional organization that represents  consumers.  There is also an international organization, so potential  participants can contact either group to find out more information on  conformity assessment.</p>

<p>The EU has chosen to ban the diabetic drug, Avandia, while the FDA in  the U.S. has simply decided to restrict its use.  The problem with  Avandia is that it causes people to have heart attacks.</p>
<p>The FDA rarely bans a drug that it has previously approved.  In this  case, the regulatory agency claims that there is not enough solid  evidence on its dangerous effects to outright ban it.  Instead, the FDA  has issued strong warnings, and instructed doctors not to prescribe it  without overwhelming evidence that it is the only drug that will help a  patient.</p>
<p>The EU, on the other hand, says that the risks the drug imposes are  enough to ban it.  Many lawsuits have been lodged against Avandia&#8217;s  manufacturer, GlaxoSmithKline, claiming that it has caused tens of  thousands of heart attacks and deaths.  This is probably the main reason  the drug had to be pulled from the shelf in the European Union.  The  lawsuits are too much of a liability.</p>
<p>The history of lax overview of dangerous drugs by the FDA is well  documented.  For example, when it&#8217;s European counter parts pulled the  hyperactivity drug, Cylert, the FDA kept it around another ten years.   This was in spite of overwhelming evidence that the drug caused liver  failure.  The FDA kept the diet drug Fen-Phen around for 30 years before  independent reports from physicians convinced the regulators it was  deadly.</p>
<p>In an ironic Catch-22, American patients looking to by generic versions  of Avandia in foreign countries won&#8217;t be able to because the FDA cracked  down on foreign manufacturers due to safety concerns.  It all seems to  point to the FDA&#8217;s own ego or fear of looking uniformed for allowing  dangerous drugs on the U.S. market in the first place.  The agency could  probably learn a thing or two from the EU when it comes to changing its  position of potentially deadly drugs.</p>

			<content:encoded><![CDATA[<p>Although conformity directives have been in place in Europe since the  1970s, there continue to be problems with quality in some low voltage  devices.  It is often hard to trace the devices back to a country of  origin.  This is especially true if the product was manufactured outside  of Europe.  In an effort to tighten up standards, most legitimate  companies voluntary test their products for EU conformity and safety  standards.  Third party conformity assessment organizations do these  inspections.</p>
<p>However, each country had its own Mark of compliance.  Even if every  country&#8217;s products were satisfactory, the multiple marks made it hard to  manage.  It was collectively agreed that their needed to be  standardized Marks throughout the union.  Therefore three main Marks  were developed to use on all electrotechnical products produced in the  the EU.</p>
<p>Guidelines include annual factory inspections, regular meetings of the  regulatory bodies to discuss problems in testing and to collectively  agree on methods, product surveillance in the factory and after it is on  the market, and peer assessment of inspection procedures.  The  overlying hope is that the collective body would be able to tighten up  gaps in EU conformity assessments and ultimately improve product outcome  and consumer satisfaction.</p>
<p>The new Schemes address the problems of market surveillance,  traceability and the effective handling of safety problems when they  occur. The certifying bodies are also better able to handle the  manufacture of counterfeit products which are often the cause of safety  issues.</p>
<p>Although these agreements are meant for EU conformity assessment, many  of the practices are employed world wide.  The CE mark is almost  universal today, and almost every factory in the world goes through an  inspection process.  In all, the new conformity standards lead to  greater consumer confidence, stronger economic outcomes and confidence  in public authorities.  What makes the plan most successful is that the  market recognizes the value of independent assessments.  And that is the  overlying theme of contemporary conformity procedures.</p>

In fact, some debit cards can be  used internationally, but have you ever wondered how your money and  your information stay safe?  There are conformity standards for credit  cards that have to be met by banks and merchants in order for them to  participate in the management of credit cards.</p>
<p>There are basic compliance and validation regulations that have to be  followed in order to conform the credit card standards.  These standards  apply to financial institutions, merchants and internet vendors. The  rules dictate what security measures have to be taken to protect  employers, employees and card holders.  There are six categories of  compliance security standards.</p>
<p>The interested parties have to conform to a secure network.  There has  to be a firewall in place, and vendor supplied passwords cannot be used  within the system.</p>
<p>Cardholder data has to be protected with encrypted transmission of information across open, public networks.</p>
<p>Conformity standards require that the interested parties keep an updated  anti-virus and maintain secure systems and computer applications.</p>
<p>Strong access control measures should be in place.  This means  cardholder information should be restricted to need-to-know.  Each  system user needs a unique password, and physical access to cardholder  data has to be restricted.</p>
<p>Networks must be regularly tested and monitored.  All access to the network should be traceable.</p>
<p>Finally, each organization has to have a written policy that addresses information security.</p>
<p>Although these standards are not fool proof, the willingness to follow  conformity requirements and to regularly test and assess their  effectiveness greatly protects the consumer, the merchant and the bank  holding the credit card account.  It also insures consumer confidence if  travelers know that their financial information is secure throughout  the world.</p>
<p>These conformity standards don&#8217;t guarantee theft won&#8217;t happen, but those  who diligently follow the security criteria that is required are less  likely to have a problem.</p>

It serves a vital purpose for all individuals associated with  consumer products and services. Organisations use certain conformity  assessment activities based on the needs of the entity.</p>
<p><strong> Importance of Conformity Assessment</strong></p>
<p>Conformity assessment is a significant concept to a variety of  organisations, regulators, and consumers. Valuable points include:</p>
<p>* It allows production organisations to show that their goods and  services meet and exceed applicable specifications and safety  regulations and promotes confidence among consumers when comparing  similar products.<br />
* The conformity assessment procedures must be cost efficient to  demonstrate a significant value for the organisation and its customers.</p>
<p>Conformity Assessment Activities</p>
<p>Many organisations decide to employ one type of conformity assessment  and others use combinations of tasks to demonstrate conformity. Two  important factors that affect assessment activities are the requirements  of the customer and the risk level of a specific product or service.</p>
<p>Conformity assessment tasks include:</p>
<p>* First Party- used as a self-assessment method by organisations  themselves to demonstrate that a product conforms to a specific  standard, regulation, or requirement. This activity is an  organisation&#8217;s statement of conformity.<br />
* Second Party- a task conducted by an organisation&#8217;s customer. The  organisation enables a certain customer or group of customers to conduct  an evaluation of a product or service against certain regulations and  standards.<br />
* Third Party- a task that is conducted by an independent outside  source of the organisation that is not a customer or affiliate. An  example of a third party assessment would be by an independent  certification organisation that certifies producers&#8217; compliance with  specific standards and issues a related certificate illustrating the  conformity.<br />
Conformity assessment is an importance aspect to ensure compliance with  certain specifications and safety requirements to meet the needs of  consumers and promote value of the products and services provided by  organisations.</p>

			<content:encoded><![CDATA[<p>In order to manufacture and sell an automobile, motorcycle or tractor  within the European Union, a company has to meet European auto  conformity standards.  This certificate of conformity, or COC, is an  announcement that the vehicle meets with the EC&#8217;s approval and is free  to be moved about and sold in the EU.  This COC is specifically needed  for items that are subject to registration or international  standardization.</p>
<p>The COC carries information about the auto  and its manufacturer&#8217;s information as well as technical specifications,  type approval number and other necessary data.  Cars manufactured in the  U.S. and Japan do not automatically comply to EU conformity standards.   Neither do older model European vehicles. A COC cannot be issued for  converted vehicles either.</p>
<p>The reason conformity standards were  put in place via a COC was so that technical barriers would be  eliminated in the movement of vehicles from country to country.  The  standards are defined for noise, emissions and safety.  In order for a  automobile to be put into service it will have to meet the EU standards  and receive its COC.  This consolidation of standards within the  European countries meant that 12 different states conformed into one  regulatory body.</p>
<p>These approved vehicles can be sold within the  European Community without any problem.  The vehicle only needs to  receive its certification in one country to be easily sold in another.   To receive certification the vehicles can either go through an approved  testing facility or the manufacturer can purchase testing equipment and  check for compliance in the factory itself.  US automobiles can be  certified if they comply with the standards and are tested in an  approved facility.</p>
<p>These changes in European auto conformity  standards took place throughout the 1990&#8242;s with final agreements  solidified in 1996.  At that time, the EU approval system became  mandatory.</p>

<p>Just about any electronic product you purchase has a little &#8220;CE&#8221; mark on  it.  In the mid 1990s this little symbol began to appear, but no one  really questioned why it was there.  In fact, it has a very important  meaning within the European Union.  It is a symbol that certifies that  the product has met EU safety, health and environmental requirements.</p>
<p>It is a symbol of free marketability within the European Economic Area,  or EEA.  When a manufacturer puts the CE mark on his product, he is  declaring that it meets EU standards.  He is then solely responsible for  the validity of that symbol.  This also applies to products made  outside of the EEA.  The CE mark is mandatory in the EU, Norway, Iceland  and Lichtenstein.  Countries that are official candidates to join the  EU are also adopting the CE symbol.  Those countries include Serbia,  Croatia, Macedonia and Montenegro.</p>
<p>In order to affix the CE symbol to his product, the manufacturer has to  engage in conformity assessment, sign an EC declaration of conformity  and set up a technical file.  Importers have to follow the same rule,  and they have to make sure that someone who represents the manufacturer  is easily accessible should the EU legislative body wish to see  documentation of conformity.</p>
<p>Distributors of goods have to be able to demonstrate that they have  affirmation from the importers and manufacturers that standards have  been met.  If an importer or distributor markets a product under their  own name, then they assume responsibility for the CE marking. That means  they have to have sufficient information on the design and production  of the product.</p>
<p>Products have to be marked with the CE mark before they are put on the  market.  The manufacturers are individually responsible for checking  which EU directives apply to their products.</p>

<p>Certification Systems</p>
<p>The certification systems authorized by CEN, but operated by  certification organisation. CENâ€™s certification board develops and  implements certification policies and other issues related to conformity  assessment.</p>
<p>1.	Keymark- a voluntary European certification indication that shows  that a product or service meets a certain European standard. Currently,  29 certification organisations in 16 different European nations are  authorized to distribute Keymark certificates that indicate the  compliance with over 160 European standards. The Keymark can only be  issued by certification organizations that have been granted  authorization by CEN. Examples of products with Keymark certificates  include thermostatic radiator values, heat cost allocators, and thermal  solar systems and parts.<br />
2.	CEN Workshop Agreement (CWA) Certification Rules- an open procedure  that intends to establish an understanding between industrial  organizations that create de facto standards and the official European  standardisation process. Many entities have identified a necessity for a  European certification system based on the CWA and the CEN created the  CWA Certification Rules that are similar to the Keymark rules and has a  third-party certification structure.<br />
3.	CENCER Mark- a certification mark owned by CEN that shows a product  conforms to European Standards or other CEN approved stipulations.  Similar to the Keymark, the CENCER mark is a voluntary indication issued  by third-parties. Currently thermostatic radiator valves are the only  products that carry the CENCER Mark. Eventually the CENCER Mark will be  completely replaced by the Keymark.</p>
<p>Professional certifications provide additional confidence to consumers  regarding the compliance of products and services. They also provide a  competitive edge to producers and manufacturers. CEN is not a  certification organisation, but provides support to many high-standing  certification bodies.</p>

Within these four rights, the quality, safety and  price of international goods must be created in a way that satisfies and  protects the consumer.  Kennedy started with the following:<br />

<p>Today, these standards are the foundation of good customer service.   Consumer International added four more consumer rights to the conformity  assessment.  That are:<br />
The right to satisfaction of basic needs<br />
The right to redress<br />
The right to education<br />
The right to a healthy environment</p>
<p>Conformity assessment standards help support national legislation and  certification plans.  As these ideas  are distributed throughout Europe  and the international community they help raise awareness of quality  standards, safety, reliability, interchangeability and efficiency.  By  following the guidelines set forth through conformity assessment, the  nations benefit economically, as well.</p>
<p>The assessment standards are developed in an open atmosphere that allow  manufacturers and consumers to provide input.  Whether the consumer is  aware that when they exercise their rights that they are actually  helping develop conformity through out the world is probably slim.  In  fact, it is taken for granted that credit cards work anywhere in the  world, or that car controls are universal.  However, it is the daily  exercising of rights by the customer and responsiveness of the various  industries that are responsible for the convenience of interchangeable  international products.</p>
<p>The standards are a voluntary set of specifics, but it makes no sense  not to follow them.  It&#8217;s not unusual for some product that does not  meet the conformity assessment guidelines within its industry to be  pulled from the retail shelves, or even recalled.  Consumer rights are  protected, but so are financial bottom lines when international  companies choose to conform to the standards agreed upon.</p>

<p>Anyone who has traveled between the United States and Europe has been  faced with the challenge of making things like hair dryers work in the  different countries.  It&#8217;s common knowledge that you&#8217;ll need an adapter,  but most people don&#8217;t know why electrical outlets vary between Europe  and the U.S.</p>
<p>Probably the easiest explanation is that the development of electricity  throughout the world happened at about the same time for most countries.   Since there were no conformity standards or real communication on how  to create and construct electrical wiring and outlets, electricity  varies from the U.S. to Europe.  In fact, it actually can vary from one  European country to another.</p>
<p>The EU uses a 230V, and although the voltage can vary across countries,  appliances pretty much work across all borders.  In the U.S. 110V to  220V is used.  The design of the sockets can vary radically, so multiple  adapters are needed to move about the world with personal electrical  appliances.</p>
<p>Another detail is that the Europeans needed to save copper after WWII,  so it&#8217;s possible to see a large, square pinned plug with a built in fuse  in some places.  Another challenge in Europe is that various countries  make use of two and three pin plugs, so not only will an adapter for  European electrical wiring be needed by the American tourist, but he may  need multiple adapters!</p>
<p>Another difference between the U.S. and Europe is the frequency of the  electricity.  In the U.S. the standard is 60Hz, and in Europe, it is  50Hz.  If the electrical outlets can be adapted, there may still be a  power problem due to the frequency differences.</p>
<p>It&#8217;s unlikely that the world, or even the EU will every be completely  standardized, so the best thing a traveler can do is research.  Know  what adapters will be needed in the countries to be visited.</p>

A low  emission zone, or LEZ, is an area where high polluting vehicles are not  allowed to go.  The vehicles are either banned from the locations or  charged if they go over the allowed limit.</p>
<p>Low Emission Zones across Europe are often the best measure a city can  take to lower air pollution.  Typically, the goal is to reduce fine  particulates, nitrogen dioxide and substances that effect the ozone.   Vehicles are classified by Euro Standards, and each LEZ may have  different limits.  If the vehicle has a catalytic converter or  particulate filter, it will change it&#8217;s rating in a positive way.   Particulate filters are used on diesel engines to reduce soot and other  pollutants, and they can be fitted in the factory or retrofitted once  the vehicle is in service.</p>
<p>It is the driver&#8217;s responsibility to find out what the emission  standards are in a particular LEZ before entering it. <p>As a rule, LEZs affect heavy duty trucks that transport goods, buses and  coaches.  Some cars, small trucks and motorcycles may be affected, too.   LEZs usually operate 24 hours a day, every day of the year.  If in  doubt, just follow that standard.</p>
<p>Not only will a vehicle have to meet the Low Emission Zone standards, it  will also have to be registered, so that means multiple registrations  if the vehicles is traveling in several countries.  Some countries  automatically register vehicles, and others require the purchase of a  sticker.  In some cases, the registration might be paid with tolls.</p>

			<content:encoded><![CDATA[<p>The process of establishing new European standards is vigorous and  involves specific steps including proposals, pubic comments, weighted  votes, and implementation by CEN member countries.</p>
<p><strong>Proposal</strong></p>
<p>1.	Any type of interested individuals, groups, or organizations can  present a proposal for a European standard. The National Standards  Bodies, European Free Trade Association, and European Commission present  most standards proposals.<br />
2.	The most suitable European Committee for Standardization (CEN)  committee takes into account the required time frame and available  resources and decides whether or not to accept a proposal.<br />
3.	Once accepted, a proposal is converted to a standardisation project  and assigned to a particular Working Group to compose a draft of the  standard documents.</p>
<p><strong> Public Comment and Weighted Vote Adoption</strong></p>
<p>1.	After a Working Group finishes the draft of a new standard, the  documents are made public to enable outside parties to present their  opinions. Throughout the stage of public commenting, all individuals  that have a viable interest in the standard such as consumers, pubic  officials, and manufacturers can present their opinion on the draft. The  National Standards Bodies collects the comments and the CEN Technical  Committee evaluates the responses.</p>
<p>2.	The comments and opinions of the public are integrated into the  revision of the draft and a final copy of the draft is created and  presented to CEN Members to conduct a formal weighted voting procedure.</p>
<p><strong> Adoption as a National Standard</strong></p>
<p>Once CEN approves a standard draft, all of the National Standards Bodies  implements the new European Standard as a duplicate national standard  and removes any current national standard that clashes with the new  standard. Therefore, once a new European standard is approved, it  becomes a national standard in 31 CEN member nations.</p>
<p>European standards are sophisticated requirements that ensure products  and services comply with certain specifications and they must undergo  advanced procedures to ensure the safety and satisfaction of consumers  and suppliers.﻿</p>

On the one hand, you have people who think that because their test scores are a certain way they either don&#8217;t have to try anymore or they confirm that they are in fact the cream of the crop. But on the other hand, you also have people who think that the mediocrity of their test scores (since, by definition most students are going to be in that broad group known as &#8220;somewhere in the middle&#8221;) means that they are just mediocre people by nature. While this is true in some senses of the word, it may not be reasonable to put such measurements on people.</p>
<p>After all, everyone has both strengths and weaknesses. And for some people, their greatest strength lies in aligning themselves with people who have strengths which they personally lack. True, not everyone is Henry Ford, who sued someone for libel and won his case by calling in his various experts on any given topic on which he might be questioned. <p>The World Trade Organisation established an agreement on technical barriers to trade. The purpose of such an agreement was to ensure that the process of ensuring that international trade is not hampered when conformity assessment procedures are followed. <p>The main goal and focus here is to ensure that products are allowed to enter a market that is as free of obstacles as possible. By that same token however, it is important that such goods and services agree to comply with the standards testing afforded by conformity assessment procedures. 			<content:encoded><![CDATA[<p>There is a growing trend that calls for the simplification of  the European Organisation for Conformity Assessment standards.  Specifically, people want the testing and certification procedures  simplified to be a friendlier more cost effective model of  certification.<br />
A complex problem exists when single companies have many different roles  and offer many different services. The standards one company may  undergo are numerous if they fall into a cross sectional business model  such as a testing organization. These companies can be held to standards  under the inspection bodies, testing labs, product certification  requirements, GLP-laboratories and the list continues. Each of these  governing bodies require different standards and different procedures to  arrive at the agreed upon point in which the company meets the ability  to claim certification.<br />
Opponents of the status quo complain the current system may have been  formulated by a single body with their own particular agenda. One theory  that has been put forth to counter this perceived pitfall is to bring a  broad group of people together who represent many different industries  to develop a single standard for all industries. The theory is that if  any particular person has an agenda, he or she will be outweighed by the  myriad of other industry leaders who will balk at any discussions  leading to further red tape and testing that will not reap benefits for  the cross section of industries represented.<br />
Another identified concern is the perception that standards need  revision, while there is a recognition that all standards fluctuate over  time, consumer needs, and technological advances. The European  Organisation for Conformity Assessment has carefully crafted standards  that offer a unique and quality starting point. All constructive  comments appear to be welcome on how to further development of the  standards tested under the framework. At this point there is clear  evidence of open correspondence efforts on the part of the conformity  assessment overseeing body.</p>

This ensures that consumers are increasingly aware of what they are buying, and can have confidence in the quality that is implied through that product.</p>
<p>Normally, the procedures related to conformity assessment are related to three main areas, and may spread onto more related areas depending on the sort of product that is being examined.</p>
<p>The first of these areas is product/service testing to ensure that it can meet or exceed standardized testing procedures designed to put the product through the rigors it would meet in every day usage, but in a controlled laboratory environment.</p>
<p>The second area is the implementation of a management system to ensure that any relevant products are continually developed in a way that is compliant with standards of both quality and safety. Even the most expertly designed products can ultimately fail in the marketplace if the facilities manufacturing them are not required to demonstrate their commitment to certain standards that have been set forth. Officials from the European Organisation for Conformity Assessment must also ensure clear and efficient distribution channels for such products, so that they can reach consumers with a limited amount of hassle.</p>
<p>Finally, an inspection process must occur to investigate whether such products in question have followed regulated procedures during their design and manufacturing process. The need to  evaluate and certify that products and services meet standards will  improve economic advancements for all parties involved. The common  standard system will secure European countries place in the global  business economy as we receive more balanced trade efforts with  businesses outside of our region.<br />
There have been committees and boards for standards in most of the  European countries for decades. With the realignment we need to seek a  single unit of standard and agree on all commonalities that can  strengthen the union. One way to do this is to address the benefits of  each previous standards and bring them together under a single standard  with oversight provided by European Organisation for Conformity  Assessment. This common standard will function to deal with regional  issues that relate to the delivery of services as well as products.</p>
<p>The European Organisation for Conformity Assessment differs from the  European Committee for Standardization, which was founded in 1961. The  EOCA seeks to utilize the strengths of the CEN but with improved  oversight. Some strengths identified in the European Committee   Standards is the industry specific standards such as the European  Committee for Electrotechnical Standardization (CENELEC) which covers  electrical industries, the European Telecommunications Standards  Institute (ETSI), that has made strides in the development of the  telecommunication industry and the European Union, the European Free  Trade Association<br />
(EFTA) and Eastern Europe which has successfully overseen trade among 55  nations. Once the strengths of these are identified, the European  Organisation for Conformity Assessment will seek to move all programs  under one umbrella so the consumer will have an simplified way to  identify if a company meets the expectations of the governing body that  is suppose to provide consumer protection.</p>

<p>Finally, manufacturers can take immense pride in the fact that they have chosen to follow conformity standards. Not only does it give them an edge over competitors who have not chosen to follow similar standards, but it also give them an extra element of trust regarding the product that has been created.</p>

<p>In fact, there are three tiers or groups involved with the conformity assessment process.</p>
<p>Conformity assessment is designed to ensure that products meet or exceed standards, regulations or specifications that will vary depending on the type of product in question. The first tier is made up of individuals who are directly involved with the product manufacturing process. In simple terms, it can be thought of as a process of self-assessment. Formerly termed as the supplier&#8217;s declaration of conformity  (or SDoC), this part of the procedure can eliminate or cut down on the costs involved with carrying out a third-party assessment or test. Essentially, such a declaration demonstrates the commitment to the fact that a product can perform as promised. Furthermore, the declarer must be able to show this evidence if requested.</p>
<p>The second tier is made up of customers who are linked to the manufacturer in some way. In essence, it requires the manufacturer to make the specific requirements of the product known to the customer, and allow the customer to test the product to the best of their ability to ensure that such requirements are met or exceeded.</p>
<p>The third and final tier is made up of parties that are completely independent of the manufacturer, and are also not consumers of the product. An example might be an independent certification organisation that is ultimately responsible for ensuring that exact standards are indeed met. In the event that they are, the independent regulatory body would issue a certification to designate that the product has complied with all testing procedures and passed them in a satisfactory manner.</p>

<p>Citizens of any European Union member country have similar rights and protections when it comes to purchasing products. This is particularly important in the case of a consumer buying a product that ultimately does not hold up to the standards that were promised or implied by the manufacturer, or if the product is proven not to function properly for its intended purpose. The conformity assessment standards that are in place for testing many products throughout Europe plays a large role in offering assistance to consumers who find themselves having to deal with a product or service that is found to be faulty.</p>
<p>Firstly, current laws state that citizens of the European Union are subject to the consumer protection laws that are applicable in their home country, no matter which fellow European Union member state the product in question is purchased from, as long as the product was advertised in the consumer&#8217;s home country.</p>
<p>Therefore, citizens who are traveling and decide to purchase goods outside of their home country would find that their consumer protection rights are dictated by those which are common to the country in which the product was purchased.</p>
<p>Consumer goods can largely be defined as those which are offered for sale in limited quantities, and are able to be moved from one place to another. Therefore, tap water is not eligible under these specific consumer rights laws, but a container of bottled water would be.</p>
<p>Finally, retailers are at risk for becoming liable if any claims that are made relating to their product are found to be untrue or deceptive. This includes information on the product labeling, and within any applicable marketing materials, as well as any sample materials or products. So, if a user is ultimately compelled to buy a product with the help of a sample item, the item that is purchased must function in a way that is identical to the capabilities of the sample item.</p>
